Are you sure, you use "enctype=multipart/formdata" to your action?

FTP can be slightly more efficient than HTTP. But this order of
magnitude is astonishing.

I would probably activate profiling (--> "Control_Panel->Debug information -> Profiling) and see where the time is spent.
