Unless you severely hack the source code, the best you can do is set the
environment variable INSTANCE_HOME to its new location.  So, if you set
INSTANCE_HOME to c:\new\location, you'd need to move everything in 
\Program Files\Zope\var (including the var directory itself) to
c:\new\location.
