Ok managed to get this fixed -- and for the archives:

The Debian scripts didn't automate the update correctly IMHO. One of
those "rare" things, normally Debian maintainers are better.

Once I removed Zope, 'aptitude purge zope', I used the find command
'find / -iname "zope" -print', to locate all instances of Zope remaining
behind, (obviously a config file from the older version Zope was still
hanging around, preventing the new pwd/log from being used) and deleted
all of them. Then I installed the upgraded version of Zope again,
assigned an admin pwd/log -- and it worked.
