[Zope] exported root as backup now cannot access plone site to recover

The usual way to backup it to copy the "Data.fs" file.

What happens when you try to move the Plone instance with
"cut&paste"? You may need to read the HowTo about "Moving Plone".

Do you still have the original instance?
Try to export just the Plone instance (and later import it into
a fresh installation).
